About the Montana Council on Developmental Disabilities

The Montana Council on Developmental Disabilities works to strengthen systems that support people with developmental disabilities across Montana. Based in Helena, the Council collaborates with families, self-advocates, policymakers, and community partners to build a coordinated, family-centered network of supports that helps individuals participate fully in community life.

Who We Are and What We Do

A Council Shaped by the People It Serves

The Montana Council on Developmental Disabilities is a federally authorized state council established under the Developmental Disabilities Assistance and Bill of Rights Act. Instead of providing direct services, the Council works to identify gaps in support and strengthen the statewide systems that affect everyday life, including education, employment, healthcare, housing, transportation, and community inclusion. Through research, public input, and policy guidance, the Council helps create more responsive systems so people with developmental disabilities have greater opportunities to live, work, and participate in their communities.


Council members are appointed by the Governor and reflect a broad cross-section of Montana’s disability community. The Council includes individuals with developmental disabilities, family members, advocates, and professionals whose lived experience and practical insight help shape the work. This structure keeps real community voices at the center of decision-making. Together, members help set priorities, guide initiatives, and review policies that respond to the needs of Montanans.

A Legacy of Advocacy and Progress

Building on Decades of Disability Leadership

The Montana Council on Developmental Disabilities was established after the passage of the federal Developmental Disabilities Act in the early 1970s, giving states a framework for improving opportunities and supports for people with developmental disabilities. Since then, the Council has worked with community partners, advocacy organizations, and public agencies to strengthen policies, programs, and systems across Montana. Over the years, this work has helped advance inclusive education, expand employment opportunities, and support stronger community-based services. The Council also partners with organizations such as Disability Rights Montana and the University of Montana Rural Institute to help build a connected statewide network focused on disability rights, inclusion, and long-term systems change.
