GOAL The goal of the Council is to increase the independence, productivity, inclusion and integration into the community of people with developmental disabilities through systemic change, capacity building and advocacy activities. The Council has attempted to meet this goal through a two-prong advocacy approach, our State Plan and our Grant Program.
